Target Groups
- Persons who do not have enough financial capabilities;
- In terms of ‘Administration Procedure Code’ Article No 13 Item No 3, persons who do not have enough financial capabilities, for the use of exemption from administrative expenses and fees.
Application Procedures and Documents Required
- The applicant is required to make an application at Social Service Centres in his/her neighbourhood and submit:
- Photocopy of Macao Resident Identity Card of the applicant and his/her family members ( Original copy is required for verification);
- Valid salary declaration of family members (in the nearest 3 months);
- Water or electricity bill of present living place, rent receipt/document relating to housing loan and other expenses;
- Originals of passbooks (the saving accounts) of the applicant and family members;
- Information of commercial or property registration;
- Other relevant documents of the application (For enquiry, please contact Social Service Centres).

Target Persons
- Non-resident in the Macao SAR who is working for a Macau SAR citizen;
- Persons within confirmation by the Health Bureau regarding the need of use of the special services of “Antenatal care and delivery services for expectant mothers “provided by a public health entity of Macao, in accordance with the table attached to Decree-Law no. 24/86 / M of 15 March.
Application Procedures and Required Documents
- The applicant is required to make an application at Social Service Centres in his/her neighbourhood and submit:
- Original document attesting the use of the special services of“Antenatal care and delivery services for expectant mothers “ issued by a Macao public health authority;
- A photocopy of the valid non-resident identification card, known as “Blue Card” issued in Macau;
- A photocopy of the passport of the applicant;
- Original document of income issued by the employer (which must contain information of the bank account, through which the payment of salaries is made);
- A photocopy of the bank account book for receiving salary/ Statement of the bank account of the last six months, through which the payment of salaries is made;
- Proof of residence/address/current living place.
