To aid family households in economic deprivation or on the poverty line and relieve the pressure of life for the three types of families in vulnerable situations (single-parent families, families with disabled members and families with chronically ill members), the Macao SAR government implements the “Community Inclusion and Harmony Programme”, through which special assistance is distributed. The subsidised persons are encouraged to take part in the activities carried out by social service organisations, integrate themselves into the society, and gain a better understanding of community service resources through this programme. It is hoped that they will be able to seek for the appropriate support services in times of need and prevent the occurrence of family problems.
In line with the scope of application of Article 3 of the Authorization No. 24/2022 “Regulation on the Community Inclusion and Harmony Programme” approved by the Secretary for Social Affairs and Culture, Macao SAR:
1.Single-parent families
Those single-parent families having children who are attending kindergarten, primary school, secondary school or institutions of higher learning.
2.Families of chronically ill patients
Family members have medical condition and at the same time receive neither hospitalized care nor treatment in public or government-subsidized institutions or in medical institutions of Health Bureau.
Kinds of chronic diseases:
chronic psychiatric illness, suffering from moderate to severe anemia (having 9 grams of hemoglobin or below), malignant tumors, diabetes and respective complications, malfunctioning of vital organs, disseminated lupus erythematosus, tuberculosis (undergoing treatment), need a liquid diet, in the phase of convalescence from ostomy surgery, Cerebrovascular disease, Parkinson’s disease, AIDS, epilepsy, dementia, autism, permanently bed-bound due to illness and other diseases which cause the patient incapable of work.
3.Families of disability persons
Family members have disabilities and at the same time receive neither hospitalized care nor treatment in public or government-subsidized institutions or in medical institutions of Health Bureau.
Kinds of disabilities:
mentally handicapped, suffering from severe amblyopia (both eyes), severe auditory impairment, severe limb disability (for example, amputation, loss of the palm of the hand, sole of the foot or lower limbs, loss of hand or foot or severe loss of finger function, etc.), permanently bed-bound due to disabilities, paralyzed or semi-paralyzed and other diseases which cause the patient incapable of work.
The application and disbursement periods are subject to the notices issued by the Social Welfare Bureau (SWB) to the public.
1. Application
The application will open twice a year, once in the first half of the year and the other in the second half of the year. The specific dates will be determined by the SWB and will be subject to the notices issued by the SWB to the public.
2. Documents required
(1) Duly completed application form and declaration;
(2) Photocopies of Macao SAR Resident Identity Card of the applicant and his/her family members;
(3) Salary declarations of the applicant and his/her family members;
(4) Bills or documents for fixed expenses of the family household;
(5) Photocopies of water, electricity and telephone bills of the residence, or other documents confirming the address of the residence;
(6) Photocopies of medical certificates, Disability Assessment Registration Card, or other documents confirming the state of illness or disability; this is only applicable if there are disabled or ill members in the family household;
(7) Proof of marital relationship, which is only applicable if there is such a relationship among members of the family household;
(8) Information on the bank account used for receiving the special assistance, which should contain the identifying information of the account holder.
*The local banks which can provide special subsidy transferal in personal bank account (MOP) are listed below:

3. Disbursement
The following rules apply to the disbursement of special assistance to eligible family households under the “Community Inclusion and Harmony Programme”:
(1) If the application is submitted during the application period of the first half of the year, two instalments of special assistance will be disbursed in May and October;
(2) If the application is submitted during the application period of the second half of the year, one instalment of special assistance will be disbursed in October.

1.The beneficiary or his/her family members shall notify the SWB as soon as possible after the fact that the beneficiary is no longer eligible for the special assistance.
2.Any overpayment of special assistance due to the above article or other circumstances shall be refunded in full to the SWB.
Decisions on the disbursement of special assistance may be challenged by the interested party by filing a complaint with the Director of the SWB within fifteen days from the date of notification, or by lodging a judicial appeal with the Administrative Court within thirty days from the date of notification.
