Subsidy for Senior Citizens

In order to show the care for senior citizens of Macao SAR and advocate the merit of respect for the elderly, Macao SAR Government, in 2005, started to grant “Subsidy for Senior Citizens” to the elderly.

1. Permanent residents of Macao SAR Government.
2. Those aged 65 on or before 31 of December in the year of application can submit “Subsidy for Senior Citizens” application to Social Welfare Bureau.

1. Prescription：The prescription of the Subsidy for Senior Citizens should be started from 1st Jan of the next year after the delivery year.
2. Recourse：The applicant can submit the recourse application if the beneficiary is eligible for the subsidy one year before the application.

Eligible elderly may apply through the means as listed below:

1. Online Application:
Login to your personal account on the “My Government Account of Macau SAR” website or mobile app, select the page of “Subsidy for Senior Citizens”. Fill in your personal information, upload the required electronic documents as instructed. Confirm the filled-in information and submit the application. You will receive a mobile confirmation text message after the next working day.

2. Traditional Application:
Fill in the “Subsidy for Senior Citizens” application form, mail the application form together with relevant documents (See the column of “Documents Required”) by post to Social Welfare Bureau:

• Submission methods:
• Mail by post to [Macao P.O. Box No. 1188] or Estrada do Cemitério, nº 6, Macau
• Submit in person or by a representative to the “Subsidy for Senior Citizens” Application Centers(see the column of “Subsidy for Senior Citizens Application Centers”)

• If the beneficiary resides outside the Macao Special Administrative Region, the maintenance of the right to subsidy is subject to presentation of Proof of Life.
• For the aforementioned effects, the Proof of Life is required to be produced annually and should be issued by a competent authority or recognized medical institution of the place of residence of the beneficiary furnished. In addition, the beneficiary can proceed the Proof of Life with the Macau SAR Resident Identity Card or any other valid proof at Social Welfare Bureau.
• The Proof of Life should be presented by August 31 every year.

• “My Government Account of Macao SAR” for the proof of life：
  The beneficiary can access the individual account, or access his/her spouse’s, or children’s account, selecting “the Proof of Life service”, conduct the respective formalities through the facial recognition function.


• Present at Social Welfare Bureau：
  The beneficiary can fill in the application form for the Proof of Life with the Macau SAR Resident Identity Card at Social Welfare Bureau or Social Service Centers under SWB.


• Submission of the required documents for Proof of Life: including
  1. the photocopy of the beneficiary’s Macau SAR Resident Identity Card.
  2. the original Proof of Life certificate issued by competent authority or recognized medical institution from the beneficiary residential place (if the photocopy is submitted, the original copy should be presented for verification).
  3. the Proof of Life should be written on the letterhead of the entity, stamped and signed by the person-in-charge.
  4. the Proof of Life should be clearly stated out: the same name as it shown in the Macau SAR Resident Identity Card held by the beneficiary, number of Macau SAR Resident Identity Card, living status of the year (If the Proof of Life does not contain the beneficiary’s number of Macau SAR Resident Identity Card, but only the information of other identity documents, the beneficiary should submit the photocopies of the documents, sign on the photocopies for confirmation and state out “copy of the valid documents held by the beneficiary”).


• Self-service Kiosks：
  The beneficiary can apply with the Macau SAR Resident Identity Card at the locations of “Self-service Kiosks for the Proof of Life”, in order to proceed with the fingerprint collection through Self-service Kiosks for the Proof of Life, for checking the locations of “Self-service Kiosks for the Proof of Life”, please click the link as below:

• Suspension：
  In case the beneficiary lives outside the Macau SAR, if he/she does not submit the Proof of Life, the delivery of Subsidy for Senior Citizens will be suspended until the issue date Proof of Life.


• Termination：
  Due to the death of the beneficiary, the right of receiving Subsidy for Senior Citizens will be terminated, but it will not affect the delivery of Subsidy for Senior Citizens in the year of the death.


• Collection of the unreceived amounts of the Subsidy for Senior Citizens of the year of the beneficiary’s death：
  The legal heirs of the deceased subsidy beneficiary may be present at the Social Welfare Bureau and proceed with the respective procedures for collecting the unreceived amounts of the Subsidy for Senior Citizens of the year of the beneficiary’s death, before 31st December of the following year.

Social Welfare Bureau should be informed for any change occurred in the information or situation of the beneficiary：

• In case of death of the beneficiary, the spouse or unmarried partner of the beneficiary, relatives, and persons nominated to receive the subsidy or the institution that has been in charge of the beneficiary shall notify the Social Welfare Bureau as soon as possible. Without the notice of death of the beneficiary, the subsidy that is improperly paid must be returned back.
• The Social Welfare Bureau must be informed immediately if there is any alteration regarding the beneficiary’s residential address, contact information or the bank account for receiving Subsidy for Senior Citizens, otherwise it will affect the effective delivery of Subsidy for Senior Citizens.
