Introduction
The Law No.5/2019 “Social Worker Professional Qualification System” came into effect on 2nd April, 2020, marking an important milestone in the development of social workers in Macao. Through specifying the qualifications, abilities and ethical conduct, the system guarantees and enhances the overall professional quality and ability of social work services. At the same time, through the requirements of continuous training, the service level of social workers will be gradually improved. |
Social Worker Professional Qualification System

The law stipulates the professional qualification system for social workers in Macao Special Administrative Region (hereafter referred to as Macao SAR or Macao) to regulate the following matters: (1) Professional qualification accreditation; (2) Registration for social work occupations; (3) Discipline rules for social work occupations. | |

Transitional system stipulated by law (2nd April, 2020 to 1st April, 2021)
● | Paragraph 1, Article 33 of the Law No.5/2019 stipulates that Macao residents who perform their duties in a private entity under the title of “social worker” before the effective date of the law may apply to the “Professional Council for Social Workers” (hereafter referred to as “The Council”) for professional qualification accreditation of social workers within one year from the effective date of the law. During the transition period and before the completion of the social worker registration process, the above persons may continue to engage in social work and use the title of “social worker”. |
● | Persons with any of the following educational qualifications can only apply for social worker professional qualification accreditation during the transition period: |

● | Holders who have obtained the social worker professional qualification accreditation certificate according to the above regulations must submit an application for social worker practice registration to the Social Welfare Bureau (hereafter referred to as SWB) within three months from the date of issuance of the certificate. |
● | Temporary registration: |
Persons who have obtained a social worker professional qualification accreditation temporary registration letter issued by the Council (only apply to persons who currently working in a private entity as a “social worker” and under the “grandfather system”), according to Paragraph 4, Article 34 of the Law No.5/2019, before the temporary registration of accreditation transfers to confirmed registration of accreditation, these persons can apply for temporary registration at SWB. SWB will issue a social worker temporary registration card to the applicant. | |
● | From “temporary registration” to “confirmed registration”: |
Persons who have obtained a social worker professional qualification accreditation temporary registration letter issued by the Council, after obtaining the confirmation from the Council on their temporary registration of accreditation and obtaining the professional qualification accreditation certificate, these persons must submit an application for social worker practice registration to SWB within three months from the date of issuance of the certificate, which considered as a process from “temporary registration” to “confirmed registration”. |

Administrative violations and fines
According to Article 29 of the Law No.5/2019,if a registered social worker violates the following regulations, a corresponding fine may be imposed: |

The following fee schedule is approved by Authorization No.56/2020 of Chief Executive. It is approved that the fee of applying for social worker professional qualification accreditation and social worker registration on or before 1st April, 2021 be exempted. |

1. | What is social worker practice registration (hereafter referred to as social worker registration)? | |||||||||||||||||||||||
A: Persons who have obtained professional qualification accreditation for social work (hereafter referred to as “accreditation”), if they are interested in engaging in social work, they must register with the Social Welfare Bureau (hereafter referred to as SWB) so that they can use the professional title of “social worker”. The registration is valid for three years. | ||||||||||||||||||||||||
2. | How to apply for social worker accreditation and registration for persons performing duties under the title of “social worker” starting from 2nd April, 2020? | |||||||||||||||||||||||

5. | If the applicant does not have a social work qualification but is currently engaged in a job titled “student counselor”, is it necessary to apply for professional qualification accreditation and registration? | |||||||||||||||||||||||
A: No. If one does not work under the title of “social worker” and does not have a degree in social work, no formalities are required. | ||||||||||||||||||||||||
6. | Is it illegal to work under the title of “social worker” without social worker registration? What are the legal consequences? | |||||||||||||||||||||||
A: This situation may constituted the offence of “usurpation of duty” as stipulated in the current Macao Penal Code, and the violator may be sentenced to a maximum of two years in prison or a fine of up to 240 days. | ||||||||||||||||||||||||
7. | Can an organization hire someone who is undergoing social worker accreditation and registration to perform social worker duties? | |||||||||||||||||||||||
A: No one can work under the title of “social worker” without social worker registration. If the organization intends to hire a person who is undergoing accreditation and registration to perform social worker duties, it must verify that the hired person has achieved social worker status at the time of entry. | ||||||||||||||||||||||||
8. | Can non-active social workers apply for social worker accreditation and registration? | |||||||||||||||||||||||
A: Regardless of whether one is currently active in social work job or not, one can apply for social worker accreditation from the Council if he meets the requirements stipulated by law. Upon accreditation, he can apply for social worker registration at SWB. | ||||||||||||||||||||||||
9. | What is temporary registration? | |||||||||||||||||||||||
A: Persons who have obtained social worker professional qualification accreditation temporary registration letter, according to Paragraph 4, Article 34 of the Law No.5/2019, before the temporary registration of accreditation transfers to confirmed registration of accreditation, these persons can apply for temporary registration at SWB. SWB will issue a social worker temporary registration card to the applicant. | ||||||||||||||||||||||||
10. | How to transform from ‘social worker temporary registration’ to ‘social worker confirmed registration’? | |||||||||||||||||||||||
A: Persons who have obtained social worker professional qualification accreditation temporary registration letter issued by the Council, after obtaining the confirmation from the Council on their temporary registration of accreditation and obtaining the professional qualification accreditation certificate, these persons must submit an application for social worker practice registration to SWB within three months from the date of issuance of the certificate, which considered as a process from “temporary registration” to “confirmed registration”. If the applicant has not completed the registration process, he/she cannot use the title of “social worker”. | ||||||||||||||||||||||||
11. | Is there a specified period for renewal registration? What are the requirements? | |||||||||||||||||||||||
A: According to Paragraph 3, Article 17 of the Law No.5/2019, the renewal registration shall be submitted to SWB within 60 days before the expiry of the validity period. For this reason, if the social worker intends to continue to engage in the social work occupation after the expiry of the validity, he must submit an application for renewal registration to SWB in accordance with the period specified above. And he must meet the conditions to complete no less than 45 hours of continuous training activities within three years. | ||||||||||||||||||||||||
12. | What are the consequences if the social worker fails to renew the registration within the specified period? Can it still be renewed? | |||||||||||||||||||||||
A: If a social worker fails to renew the registration within 60 days before the expiry of the registration validity period, he cannot work under the title of “social worker” after the expiry of the registration validity period. If he wants to continue his career as a social worker, he must apply for re-registration (apply only after the validity date expires. Even only one day too late will require re-registration application). Otherwise he may constitute the offence of usurpation of duty. | ||||||||||||||||||||||||

16. | What is the difference between suspension and cancellation of registration? | |||||||||||||||||||||||
A: The registration card is valid for three years. Under normal circumstances, the period of application for suspension of registration cannot exceed the remaining period of validity. After the suspension period ends, an application for resuming registration can be submitted. However, if the suspension of registration is used as a disciplinary action (the maximum suspension period is three years according to the law, if the violation is a recidivism, the maximum suspension period can be changed to five years), the suspension period is more than the remaining validity period, then re-registration is required after the end of the suspension period; there is no specified period for cancellation of registration, and an application for re-registration is required after cancellation. | ||||||||||||||||||||||||
17. | What should I do if the registration card is lost or damaged? How long does it take to reissue the registration card? | |||||||||||||||||||||||
A: If the social worker registration card is lost or damaged within three years of validity, you can apply to SWB to issue a replacement of the registration card, but you must pay the relevant fees (MOP 200), and you must submit a registration card loss or damage statement. Generally, after the completion of the documents and the approval of SWB, the applicant can obtain a replacement registration card at the time notified via SMS sent by SWB. | ||||||||||||||||||||||||
18. | If the registration card is lost within 60 days before the expiry of validity period, should I apply for renewal registration? Or to apply for a replacement? | |||||||||||||||||||||||
A: If the social worker registration card is lost within 60 days before the expiry of validity period, you can apply for renewal registration card instead of a replacement, but you must also submit a registration card loss or damage statement. However, if the registration card is lost more than 60 days before the expiry of validity period, an application for replacement of the registration card is required. | ||||||||||||||||||||||||
19. | Under what circumstances must one return the registration card to SWB? | |||||||||||||||||||||||
A: According to Paragraph 3, Article 19 of the Law No.5/2019, only in the case of suspension and cancellation of registration, the person who was suspended or cancelled must return the registration card to SWB within 30 days from the date of receipt of the notification from SWB. In other cases, including application for temporary registration transferred to confirmed registration, application for renewal registration, and application for replacement of registration card, the applicant only needs to present the temporary registration card / old registration card / damaged registration card to SWB, if you fail to show your old registration card, you will need to fill out the registration card loss or damage statement. | ||||||||||||||||||||||||

A: The law requires SWB to publish a list of registered social workers every month. The list includes the name, registration number, registration validity date, and registration status of the registered social worker. Personal information of registered social workers is protected by law. |

Eligibility for Application
Persons who have obtained social work professional qualification accreditation certificates which are applied from Professional Council for Social Workers, can apply for social work practice registration.
Application Method and Procedure
(i) Online application
1. The applicant can visit the current website or the “Professional Council for Social Workers” website, click in “Social Worker Professional Qualification Accreditation and Registration System (Online Application)”. The applicant must log in via his email address or Macao mobile phone number, then click in《Social Worker Registration》at the bottom left of the page, and then click《Professional Registration》to proceed the first registration application;
2. After completed the application, the applicant will receive a mobile message for confirmation and can check the status of application through the system;
3. Social Welfare Bureau (hereafter referred to as SWB) will proceed the approval procedure;
4. After the applicant has received the approval result / notification, he/she can come in person or entrust others to take the Social Worker Registration Card at Centro de Sinistrados da Ilha Verde:the reception room of “Social Worker Professional Qualification System”.
Remarks: | The applicant must set up an account at “Social Worker Professional Qualification Accreditation and Registration System (Online Application)”and complete the procedure of Social Worker Professional Qualification Accreditation. After approved, the《Social Worker Registration》will be seen at the bottom left of the page and then the first registration procedure of《Professional Registration》can be carried out. |
(ii) Application in person
1. The applicant can submit application documents in person at Centro de Sinistrados da Ilha Verde:the reception room of “Social Worker Professional Qualification System” during office hours, and complete the online application process on-site with the assistance of the staff;
2. After completed the application, the applicant will receive a mobile message for confirmation and can check the status of application through the system;
3. Social Welfare Bureau will proceed the approval procedure;
4. After the applicant has received the approval result / notification, he/she can come in person or entrust others to take the Social Worker Registration Card at Centro de Sinistrados da Ilha Verde:the reception room of “Social Worker Professional Qualification System”.
Documents required for application:
(i) | Duly completed【Social Worker Registration Application Form】(suitable for those who submit at present); |
(ii) | Photocopy of Macao Resident Identity Card(if the valid date of the identity card is same as the latest one submitted online, then no need to submit again); |
(iii) | One recent colorful photograph of 1 1/2 inch with white background that filmed in recent 6 months (the method of photograph should be suitable for Macao SAR Residential Identity Card and travel documents); |
(iv) | Original copy of criminal record certificate/ or this document can also be selected to be sent directly to the SWB while applying in Identification Services Bureau. |
Remarks: | For online application, the above-mentioned documents must be prepared as electronic files (JPEG, PDF, PNG format, the file size of each file does not exceed 5MB) and uploaded to complete the relevant procedures. |

Special reminders
(i) | During the transitional period (within one year from the effective date of the law), the applicants who perform their duties in any private entity as social workers, must submit the first application for registration to Social Welfare Bureau within three months from the date of issuance of professional qualification accreditation certificates. |
(ii) | If there are more than 3 years from the date of first application to the date of issuance of professional qualification accreditation certificate, according to the Article 18 of the Law No.5/2019, the applicants must meet the condition to complete continuous training activities (no less than 45 hours within three years). |
(iii) | After the applicants have submitted all the required documents, the application procedure will be deemed complete and the approval procedure will be carried out. If the submissions of documents are not completed after 6 months, the applications will be deemed invalid and unapproved. |

From “Temporary Registration” to “Confirmed Registration” Application
Eligibility for Application
Persons who have obtained the confirmation from the Professional Council for Social Workers on their temporary registrations and obtaining the professional qualification accreditation certificates, they can submit applications as a process from “temporary registration” to “confirmed registration”.
Application Method and Procedure
(i) Online application
1. The applicant can visit the current website or the “Professional Council for Social Workers” website, click in “Social Worker Professional Qualification Accreditation and Registration System (Online Application)”. The applicant must log in via his email address or Macao mobile phone number, then click in《From Temporary Registration to Confirmed Registration》at the top middle of the page to proceed the application;
2. After completed the application, the applicant will receive a mobile message for confirmation and can check the status of application through the system;
3. Social Welfare Bureau will proceed the approval procedure;
4. After the applicant has received the approval result / notification, he/she can come in person or entrust others to take the Social Worker Registration Card at Centro de Sinistrados da Ilha Verde:the reception room of “Social Worker Professional Qualification System”.
Remarks: | The applicant who has the qualification of Social Worker Temporary Registration should complete the procedure of confirmation on their temporary social worker professional qualification accreditation through the“Social Worker Professional Qualification Accreditation and Registration System (Online Application)”, and obtain the professional qualification accreditation certificate, then the application of《From Temporary Registration to Confirmed Registration》at the middle top of the page can be proceeded. |
(ii) Application in person

Holders of Social Worker Registration Cards should submit the application for renewal registration within 60 days before the expiry of the 3-years validity period.

(i) | To meet the condition of renewal registration, the applicant must complete 45 hours of continuous training activities which have obtained the confirmation from the Professional Council for Social Workers (every 3 years). |
(ii) | If the requirements for continuous training activities cannot be completed after the expiry date of validity period, the application for renewal registration should not be submitted. After the continuous training activities are completed, a re-registration application must be proceeded. |
(iii) | According to the Article 28 of the Law No.5/2019, the applicants who have violated the regulations and been required by the Professional Council for Social Workers to participate in professional enhancement training courses, they must complete the relevant training courses to meet the requirements for renewal registration. |

(ii) Application in person

(i) | There are two main parts included in the Notification and Renewal of Personnel Information:(1) special notification duty according to the law as listed below;(2) renewal of contact information (e.g. telephone number, email address and home address). |
(ii) | According to Paragraph 1 of Special Notification Duty, Article 22 of the Law No.5/2019, during the period of validity of the registration, the social worker who is sentenced to the penalties or measures referred to in Paragraph 2, Article 15 of the law mentioned above, must notify SWB of relevant facts within 30 days from the date when the relevant judgment is confirmed. |
(iii) | According to Paragraph 2 of Special Notification Duty, Article 22 of the Law No.5/2019, if the social worker’s identity information or employer entity changes, the social worker must notify SWB of the fact within 30 days, if the social worker violates this regulation, MOP500 fine will be imposed; among them, the change in employer entity is generally referred to the transition from non-employment to employment, resignation, transfer and retirement; non-social work duties must also be notified; no need to make notification if there are changes in facilities or departments under the same employer entity. Moreover, the change in identity information is included the change in name, date of birth, residential status on Macao Identity Card. |

For those persons who have suspended the registration of social workers if the validity period of the original registration card has not expired at the end of the suspension period.

4. After the applicant has received the approval result / notification, he/she can come in person or entrust others to take the Social Worker Registration Card at Centro de Sinistrados da Ilha Verde:the reception room of “Social Worker Professional Qualification System”.
Documents required for application:
(i) | Duly completed【Social Worker Registration Application Form】(suitable for those who submit at present); |
(ii) | Photocopy of Macao Resident Identity Card(if the valid date of the identity card is same as the latest one submitted online, then no need to submit again); |
(iii) | One recent colorful photograph of 1 1/2 inch with white background that filmed in recent 6 months (the method of photograph should be suitable for Macao SAR Residential Identity Card and travel documents); |
(iv) | Original copy of criminal record certificate/ or this document can also be selected to be sent directly to the SWB while applying in Identification Services Bureau. |
Remarks: | For online application, the above-mentioned documents must be prepared as electronic files (JPEG, PDF, PNG format, the file size of each file does not exceed 5MB) and uploaded to complete the relevant procedures. |

Methods to collect the cards
(i) | To collect in person:the applicant must collect the Social Worker Registration Card within the mobile message of notification |
(ii) | To authorize other person to collect:the authorized person must collect the card in person within the【Declaration of Authorization】, the original copy of identity documents of the applicant and the authorized person; |
(iii) | In the case of failure to renew due to the expiry date, the original registration card must be shown. If the original registration card cannot be returned due to loss or damage, it is required to fill in【Declaration of Loss or Damage】. If the applicant authorizes other person to collect or return the card, he needs to follow the collecting procedure of renewal application. |

For inquiry of the related application procedure, the applicant may visit the current website or the “Professional Council for Social Workers” website, click in “Social Worker Professional Qualification Accreditation and Registration System (Online Application)”, or phone the hotline 2857 5010.
Special reminders
(i) | Applicants of re-registration must be the holders of social work professional qualification accreditation certificate. |
(ii) | To meet the condition of re-registration, the applicant must complete 45 hours of continuous training activities which have obtained the confirmation from the Professional Council for Social Workers. |
(iii) | According to the Article 28 of the Law No.5/2019, the applicants who have violated the regulations and been required by the Professional Council for Social Workers to participate in professional enhancement training courses, they must complete the relevant training courses to meet the requirements for renewal registration. |
(iv) | After the applicants have submitted all the required documents, the application procedure will be deemed complete and the approval procedure will be carried out. If the submissions of documents are not completed after 6 months, the applications will be deemed invalid and unapproved. |
