Temporary shelter during cold weather/hot weather/critical incident

Service Target

To provide emergency placement services for those who are affected by cold and hot weather, or sudden crisis.

Guidelines for opening the related centres

  1. When the Meteorological and Geophysical Bureau emits a Yellow or Orange Cold Weather Alert (cold / very cold weather);
  2. When the Meteorological and Geophysical Bureau emits a Yellow or Orange Hot Weather Alert (very hot / extremely hot weather);
    Hot Weather Alert Yellow 11:00 to18:00
    Orange 10:00 – 18:00
    * If the orange hot weather alert is still on after 18:00; the opening hours will be extended to 08:00 the next morning.
    ( The shelter will be opened until 08:00 the next morning when necessary)
    Cold Weather Alert Yellow 18:00 at the day of announcement until 08:00 of the next morning
    Orange Open All Day
  3. The Social Welfare Bureau will evaluate the need of support during crisis and provide temporary emergency shelter.

The Social Welfare Bureau will announce the opening of centres through media, and provides assistance and counselling services for the persons in needs.
