Subsidy for Senior Citizens
In order to show the care for senior citizens of Macao SAR and advocate the merit of respect for the elderly, Macao SAR Government, in 2005, started to grant “Subsidy for Senior Citizens” to the elderly. Permanent residents of Macao SAR Government, aged 65, can submit application to Social Welfare Bureau.
(refer to Administrative Regulation No. 12/2005 – published in “Macao SAR Official Bulletin” No. 31 (I), 01/08/2005 )
- permanent residents of Macao SAR; and
- those aged 65 on or before 31 of December in the year of application.
- The amount for the year of 2019 is MOP$9,000.
Application Procedures and Documents Required
Eligible elderly has to fill in and submit the application form to Social Welfare Bureau, together with relevant documents, through one of the following means:
- send by post (Macao P.O. Box No. 1188);
- submit to Social Welfare Bureau of MSAR Government;
- submit to Social Service Centres under Social Welfare Bureau (The elderly can also submit the application form to Social Welfare Bureau through his/her representative);
- submit to Service Center of MSAR;
- submit to Central District Public Services Centre;
- submit to Islands District Public Services Centre;
- submit to Islands District Public Services Centre – Seac Pai Van Branch.
Document required are as follows:
- Duly completed application form.
- A photocopy of the valid Macau Resident Identity Card.
- A photocopy of bank saving book for receiving the Subsidy for Senior Citizens.
- If the representative is to submit the application form, a photocopy of the representative’s ID is required.
- In case the applicant pretends to receive the “Subsidy for Senior Citizens” through joint or third party bank account, it is require that a photocopy of the involved party’s identity card must be attached.
- A photocopy of the water bill, electric bill, or telephone bill of the current living place in Macau (optional).
(If the applicant resides in Macao , he/she is advised to present photocopy of water, electricity or telephone bill of present residential address, in order to ensure that the address provided is correct.)

Applications for the Proof of Life:
The beneficiary can apply for the Proof of Life with the Macau SAR
Resident Identity Card at the following locations, in order to proceed with the fingerprint collection through Self-service Kiosks for the Proof of Life.
The beneficiary can fill in the application form for the Proof of Life with the Macau SAR Resident Identity Card at Social Welfare Bureau or Social Service Centers under SWB.
The beneficiary needs to submit the original the Proof of Life issued by competent authority or recognized medical institution from the beneficiary residential place (if the photocopy is submitted, the original copy should be presented for verification). The Proof of Life should be written within the letterhead of the entity, company stamp and signature of the person-in-charge, in which the beneficiary’s name, number of Macau SAR Resident Identity Card and living status definition should be included.
| Regulations for the Proof of Life: | |
| 1. | If the beneficiary resides outside the Macao Special Administrative Region, the maintenance of the right to subsidy is subject to presentation of Proof of Life; |
| 2. | For the aforementioned effects, the Proof of Life is required to be produced annually and should be issued by a competent authority or recognized medical institution of the place of residence of the beneficiary furnished. In addition, the beneficiary can proceed the Proof of Life with the Macau SAR Resident Identity Card or any other valid proof at Social Welfare Bureau. |
| 3. | The Proof of Life should be presented by August 31 every year. |

Declaration for updating the beneficiary’s situation |
|
| 1. | The Social Welfare Bureau must be informed immediately if there is any alteration regarding the beneficiary’s residential address. |
| 2. | In case of death of the beneficiary, the spouse or unmarried partner of the beneficiary, relatives, and persons nominated to receive the subsidy or the institution that has been in charge of the beneficiary shall notify the Social Welfare Bureau as soon as possible. |
Notes
- If there is any alteration regarding the beneficiary’s residential address, telephone, bank account, etc., please inform our Bureau as soon as possible, in order that the provision of “Subsidy for Senior Citizens” will not be affected;
- If the beneficiary no longer meets the criteria for receiving “Subsidy for Senior Citizens”, related person has to inform our Bureau as soon as possible and reimburse the amount not entitled to receive. If inappropriate situation is revealed, it is likely that relevant person has to assume legal responsibility.
Eligibility Criteria for Application
The applicant can submit the recourse application if the beneficiary is eligible for the subsidy one year before the application. The recourse form should be duly completed, together with a photocopy of the Macau identity card either by post to the Macau Mail Box No. 1188, to office of the Social Welfare Bureau, to the Government Complex Service Center, to Central District Public Services Centre, to Islands District Public Services Centre, or to Islands District Public Services Centre – Seac Pai Van Branch.
